Abstract

The Social Mobility Commission’s report “Navigating the Labyrinth” offers an in-depth examination of socio-economic diversity within the UK Civil Service. The study reveals stark disparities in career progression for civil servants from disadvantaged backgrounds, who, despite entering the Civil Service, struggle to advance to senior positions. Through the analysis of extensive survey data and over 100 interviews, the report highlights that only 18% of senior civil servants are from low socio-economic backgrounds, compared to 43% at entry levels. The findings emphasize the need for systemic change to address these inequities, including better data collection, equal access to career opportunities, and cultural shifts within the Civil Service. The report serves as a call to action for all employers to focus not just on who gets in, but on who gets on.
